YOUTH ISSUES
1. Good schools from pre-K to graduate school require adequate funding and
innovative leadership. How would you use your elected office to improve public
education and/or make higher education affordable and accessible for young people
in our community?
Phil Angelides believes that to compete in the global economy, California must have a world class system of education. As Governor, Phil will invest across the board in educating our children and will fight to ensure that California has the best, most affordable, most accessible schools, colleges and universities. Unlike Governor Schwarzenegger, who tried to raise fees
and tuition, cut funding, slash financial aid and outreach programs, and turn away 25,000 qualified students from enrolling at UC and CSU, Phil Angelides will be a governor who stands up for our young people and who works to expand – not limit - educational opportunity.
As Treasurer, Phil Angelides has launched a number of pioneering programs to strengthen California’s educational system. For instance, his ScholarShare program has helped over 140,000 families save for college by investing over $1.5 billion tax free for higher education expenses. His Extra Credit Teacher Home Purchase Program helps schools attract and retain qualified teachers and principles by providing low-interest home loans and down-payment assistance to nearly 1,000 teachers and principals who
committed to serve in struggling schools. Through the Kindergarten- University Public Education Facilities Bond Acts of 2002 and 2004, Phil spearheaded the effort to dedicate $400 million for public charter school expansion and construction. And Phil Angelides was the first statewide elected official call for the Legislature to approve a $25 billion bond authorization to relieve overcrowding and to repair older schools in 2002.
2. How will you use your office to combat enduring racial segregation and inequality in
our education system?
The key to California’s economic and social prosperity lies largely in the quality - and equality - of our system of education. Phil Angelides believes that ALL of California’s young people deserve the best schools with the best teachers, and should have the opportunity to attend the finest, most affordable colleges and universities. He believes that receiving a quality education is not just for the affluent. As Governor, Phil Angelides will fight everyday to ensure that California’s young people get the education they deserve and the skills they need to win the high wage jobs of the future - regardless of social,
economic or ethnic background.
3. Young people face special challenges to obtaining health insurance and many go without. How would you use your office to work towards making health insurance available to all?
It is unconscionable that in the richest state in the wealthiest nation on earth, one out of every five Californians lives without health coverage. As Governor, Phil Angelides will stand side by side with Senator Sheila Kuehl and fight to enact legislation that would establish a health care system that offers basic health coverage to all Californians. Phil is honored to have Senator Kuehl’s endorsement of his candidacy.
Phil Angelides strongly supported SB2 (Burton) and contributed $250,000 to the Proposition 72 campaign – which would have provided health care to over one million uninsured - because he believes working families deserve access to quality health care. He understands the stakes of health care reform and believes that affordable access to quality care is essential for the
state's long-term economic competitiveness. The health care crisis must be addressed in the opening years of the 21st century if we are to build an economy and a society of enduring strength.
4. The war in Iraq has claimed the lives of too many young people from our community. Money spent on the war is needed for healthcare and education programs that young people in our community sorely lack. Nobody wants to cut and run from Iraq. But our
country and community needs an exit strategy. How would you use your office to bring our troops home?
The war in Iraq has taken its toll on far too many California families. As Governor, Phil Angelides will work closely with United States Senators Dianne Feinstein and Barbara Boxer to ensure the safe return of our troops from the Middle East.
In honoring the sacrifices of California’s soldiers, Phil recently sponsored legislation – AB 1525 (Levine) - that will enable California National Guard members to obtain basic health insurance for themselves and their families at no cost to ordinary taxpayers. Specifically, this legislation will provide a refundable income tax credit of up to $4,000 a year for health
insurance premiums to cover Guard members and their families, paid for by closing an unjust corporate tax loophole. Currently, one in five National Guard members has no health insurance. Phil believes that it is shameful to ask these men and woman to protect their state and country, but then leave them without health coverage when they return home.
5. Women’s right to choose is under attack in our country. Young women suffer especially from curtailed access to reproductive health services. How would you use your office to protect a woman’s right to choose and/or expand access to reproductive health services?
Phil Angelides strongly supports a woman’s right to choose. With President Bush and his right-wing allies trying re-make the Supreme Court and Roe vs. Wade hanging in the balance, Phil believes we must actively oppose any effort to eliminate or chip away at this fundamental right. That’s why he has contributed $25,000 to the “No on Proposition 73
